WWF – DCPO is seeking to recruit a dynamic and enthusiastic

WWF-DCPO Regional Policy Coordinator (full-time, preferably based in Bratislava, Budapest, Bucharest, Kiev or Sofia; In exceptional cases, another location in the Danube-Carpathian region may be possible )

WWF DCPO´s policy work supports efforts to maintain and restore ecosystems and their services in the Danube-Carpathian Region by engaging in relevant transnational environmental policy processes with the aim of advocating for sustainable development and good governance approaches.

The Regional Policy Coordinator contributes to WWF´s mission in general and to WWF DCP`s regional objectives in particular through supporting the Regional Conservation Director in influencing transnational (in particular EU) environmental policy processes, advocating for good governance principles at the national, regional and international level, facilitating policy and governances knowledge management, supporting engagement of WWF DCP in international WWF network action, and working with external partners.

The WWF-DCPO Regional Policy Coordinator

Your duties will include:

A. Strategy and work plan development
• Prepare and manage the process of shaping the EU Presidencies of Bulgaria, Austria and Romania according to WWF objectives and positions in close cooperation with WWF European Policy Office and country managers/policy leads of WWF Bulgaria, Austria and Romania
• Facilitate and guide the development of cross-cutting policy components (e.g. integrated energy and transport planning approaches, nature conservation legislation) of WWF-DCP´s regional Strategic Plan and annual plans, and contribute to monitoring and evaluation of these components.
B. Fundraising and proposal writing
• Contribute to the development of proposals to donors, working and collaborating with national and regional partners
C. Advocacy, Partnership Development, Campaigning, and Networking
• Advise WWF-DCP teams in designing and managing/contributing to policy advocacy campaigns and projects
• Provide technical comments and input to regional policy documents of WWF
• Represent the organization in relevant regional/EU/national forums such as conferences, symposiums, and communicate and promote our policy approaches
• Engage with governmental institutions primarily at regional/EU level to advise on and advocate for WWF-DCP policy approaches and messages
• Lead or advise on legal action, when appropriate
• Engage with other NGOs towards joint action and coordinated policy approaches
• Liaise with colleagues of the global WWF network on joint initiatives.
D) Policy staff development and policy knowledge management
• Support ongoing learning, via structured knowledge-sharing (learning community) and contribute to training initiatives related to policy advocacy and good governance mechanisms.
• Coach / mentor WWF DCP colleagues in designing and implementing effective policy advocacy initiatives
E) Project and process management
• Support and, where needed, supervise implementation of specific policy related projects and processes
• Advise WWF-DCP project teams working on cross-cutting policy issues in the field of transport, energy and good governance
• Thought leadership and coordination of WWF DCP´s input to shaping the EU level policy development, e.g. the next EU Budget (MFF) 2021-2027 at European and national level and the Water Framework Directive
F) Research and Analysis
• Contribute to the development of innovative approaches in the field of good governance.
• Share relevant research and analyses on innovative policy approaches at regional and global levels.
G) Communications
• Work in close coordination with WWF-DCP regional communication team as well as across the network to communicate issues and achievements to defined target audiences.
• Produce knowledge products demonstrating how WWF driven good governance models are supporting conservation in the DCP region

We expect from you:

1. Knowledge: (qualifications)
• BSc or MSc in Political Science, Law, or other discipline relevant to environment-related policy work;
• 5 years relevant work experience as a policy coordinator and/or project manager in the environmental context
• Demonstrated knowledge and understanding of EU environmental policies and legislation and how they are being shaped, integrated planning procedures, and stakeholder involvement
• Understanding of conservation, politics, socio-economics, and sustainable development issues in the Danube-Carpathian Region;
2. Experience
• Experience in working with diverse international teams
• Experience in engaging with high-level government officials
• Experience in policy process management
• Experience in project proposal writing is an asset
• Experience in public campaigning is an asset.
3. Skills and Abilities:
• Excellent oral and written communications skills in English and one language of the region; knowledge of additional languages of the region is an asset
• Ability to write coherent internal and external policy documents such as memos, advocacy strategies, briefing papers, and position papers
• Ability to participate effectively in inter-disciplinary teams and to build and maintain effective working relationships with colleagues and external partners, efficient listening skills,
• Good track record/proven abilities of influencing change and improvement in diverse audiences (including outside of direct reports), ability to work both independently and as part of a team,
• Strong analytical skills and strategic thinking, ability to deal with problems characterized by complexity and uncertainty in a structured, systematic and efficient way; detail oriented
• Ability to evaluate complex policy and legal evidence. Good knowledge of the core legal frameworks governing the environment, sustainable development and its key principles at the European level.
• An appreciation of the multi-disciplinary nature of environmental law and sustainable development.
• Ability to apply existing knowledge to complex policy and legal contexts for the purposes of problem solving.
• Ability to think creatively and holistically and to make critical judgments. Ability to analyze and handle qualitative and quantitative data
• Proficiency in using Microsoft Office (Microsoft Word, Excel, Outlook, PowerPoint) and Windows operating systems; experience in using a variety of databases acquired through training and work experience.
